can't change player demands in draft

not sure this is a bug. I'm doing an inaug draft, attempting to use a salary cap. I put a cap of $150M on the financial setup page. I didn't change the default salaries (so an allstar is like $20M). On the draft team, I set all teams to draft with a $140M budget, and I hit recalc player demands. but, the demands didn't change....lots of guys stilll want $40M plus. So, I reduced it to $100M and then $75M and again tried to recalc, again no change.

I also noticed that the players who would be available in the amateur draft mid-season are available in the pre-season fantasy draft. is that supposed to be how it works?
