Roster fill more than 25

Is there anyway to fill rosters past 25?

For example in a league I created the max roster size is 35. There are no free agents so I used the "Fill teams with fictional players" option but that only put 25 players on each roster. I really need it to be at 35 for the league to function properly.

The active roster has a max setting per league settings. Reserve rosters, if enabled, could have a minimum of 15 and all the way to unlimited.

Is this the ML level or minor league level(s)?

They are minor league levels.

league settings -> stats and ai? or players?

can adjust size of rotation, bullpen, and bench [sic] defaults for league... no guarantee that does anything. i'd assume it's filling based on this or it wouldn't adjust easily for historical and custom leagues... good bet here.
