Help / Advice On Forming New Minor League

I have been playing a fictional league for 20 league years and 5 real years (I play out all games for my managed team). It currently has two minor leagues (AA and AAA). Since this is our 20th season, I am now considering adding a third minor league. I would like some advice on the following:

(1) How do I go about expanding to add a third minor league? What's the best time of year to do that? What level should I pick (i.e. Rookie or single A, etc.)?

(2) I am still on the fence if I should move forward with a third lower league, are there meaningful advantages to having a Single A or Rookie league? I am trying to balance the work involved in managing a team (less leagues, less work) with the need for proper player development.

1. Pick single-A, regardless of whether your league is short season or full season.
2. It makes a lot of sense to add a third minor league, if only to help with player development.
