Getting roster errors for teams that I don't control

I am have tried three times starting at Historical League in 1976 and I am controlling Cleveland, right around the All-Star break I get a message that one of the minor league teams (usually a very low one like rookie league) has an illegal number of players on the roster. Problems are 1) it is a minor league team for an MLB team I don't control (such as the Padres) and 2) even my manager settings are set for the minor league manager to handle promotions and demotions.
Please help, I can't get passed this day because of this error.

either allow ghost players (allow incomplete minors) or find which team is low on players (the error message says) and fill with fictional players. Probably need to be in commish mode i suspect.

another way is to go to FA pool and assign a bunch of them to the team - one at a time. you do that by going to player editor, then left side of screen - Team Information, Select New Team - pick No league selected and click on league for team that is short player. Next line down is to actually select the team. Click those two boxes, and player is magically on that team. that way you can pick the quality of players to be assigned.

maybe other ways, but those are the three i know work well.
