Created a separate 'Commissioner Only' Account for my online league, Result: no 'settings' access

As the title indicates, I have been running an online league for a few versions of OOTP. We recently upgraded to v19, and concurrently I've read a few threads on here about what advantages commissioner mode can potentially have if you're playing as a GM with it on, and I don't want any of that if possible. So, I created a new human GM in-game, gave him commissioner access, then removed it from my personal GM player. Logged in as the new commissioner only, I navigated to the settings part of the game, and have nothing but a blank screen. Global settings, League Settings, etc etc are all blank and inaccessible. Is this a bug? Did I do something wrong in set up? Can the devs and / or other commissioners who do this chime in if you have any ideas? Thanks!

1) You are definitely the commissioner and not "Acting As"?
2) I would go into the MG editor and double check that Commissioner Mode is selected for the manager.
3) Can you still see settings in your GM profile?
4) Delete Commissioner GM profile and try again?

After that I am not sure. I have created a lot of GM accounts that are unemployed with Commissioner powers. I have not run into this.

I can view the commissioner's office:

..but then I can't click the settings icon on the right, or the links for Game Setup and SQL dump at the bottom left, my screen looks like this when I do:

I tried to create another one, same issue.

Tom - you mentioned you have done this in the past before - have you ever done it in OOTP 19?

Navigate to the settings page through the menus and not clicking on the gear from the toolbar in the game. You'll get a popup for you to enter the commish password by going through the actual dropdown menus, but you won't if you use the icon on the toolbar.

Thank you very much, this worked! Strange there's a specific navigation path to get there, when the menu is ultimately the same.

Begs the question though - is this intentional? Is this a bug?

I use the setup and never noticed what you saw as I've always used the menus to get to the league settings. Not sure if this is intentional or a bug but I'd suggest you report it in the bug forum so that OOTPD can take a look.
