What is the difference?

I don't think I have ever noticed the QS, however looking at OOTP17, it was there.

Yeah I don't ever include Cuba or Australia by default they seemed bug their PCM's are out of whack and if your in challenge mode you cant adjust it.

All of sudden Australia will be generating MLB talent in their draft just to a much smaller extent because its a handful of teams. But it will be consistent handful of players every year. And they are purchasable by default so the if you dont the AI will buy them.

Cuba has no financials or free agency and there are no "defect to USA" players. So I just leave them out and turn on Generated Established Free Agents for Cuba only and unselect all of the other countries.
