In Challenge mode you cannot change League Structure (that is bad). Minor League teams are ALWAYS in the furthest cities away from Minor Leagues footprint (California teams in NY-Penn for example) and do not generate game schedules for the first season after expansion, You cannot hire your own staff as GM to address the worst.
