roster problem

american league, commissioner mode on, all teams human manager, teams keep making moves on there own i don't get what i am doing wrong

Are you sure that the AI is set to not make roster moves? Try clicking that button in League Setup again, just to make sure it sticks.

Edit: the button is on the main League Settings screen. it's a league function - may be name of gui section?. if you don't see on screen, it's also under Available options drop-down in top-right portion of league settings screen.

manager's office -- control settings or similar words. click your gm name at top in menu. a long list of checkboxes and a few drop-down boxes and you are there. you'd have to do this for each team.

also, check the box for "GM-Legacy Mode" in global/game settings. this prevents controlling managers and high rep guys from changing depth chart or pitching staff on human GMs even when they do not delegate it.

i'd avoid the "prevent ai from making roster moves" in team settings. it's not forgiving in any way. some of the safeguards that still take place when not delegating a thing do not occur when this is checked. you'll end up with 1 team running the same SP out there ever 2-3 days and barely pitching a few innings many of those starts.
