Backup goalie continuously starts

My head coach starts my backup goalie just as often as my starter. I cannot edit the goalie starts settings as a GM only. Anyway around this? My starter has significantly better stats as well and rating, so performance isn't the reason.

As you can see I've played 64 games and Andersen has only played 32. If I could edit the goalie starts setting the issue would be fixed but I cannot as GM only, and it doesn't matter if the use goalie starts box is checked my backup still gets way too many starts. I also have used two different backups and the result is the same. The backup is rated at least a full star lower and has much worse stats than Andersen and still starts as many games.

Can you upload the save (instructions here) and I'll try to see why it's happening? It's tough to tell without knowing the exact details - how good the backup is, how hot each of them have been, what situations he's been started in, etc.
