Historical Rookies Issue

Hello.

Long time lurker, first time poster.

I have a fictional world I created some versions ago. Fake teams, real players. After upgrading to OOTP18 I noticed the historical rookies are now being dumped into free agency instead of the amateur draft. My draft is also empty (I don't use fictional players-just teams).

Some threads are hard to follow, but it seems like in 18 and 19 unless you have real minor league systems historical players will dump into FA every time. This didn't use to happen.

This is not a random rookie debut league. IE in 1953 I want the 1953 rookies to show, then 1954 etc. I've simmed ahead 7 years and each year has an empty draft pool and rookies going to free agency

Is there anything I can do or is this how the current versions are?

If I can't have my rookies draftable, is it possible to de-convert back to 17 if I do not have a back up?

I have import historical rookies checked
Import rookies as free agents NOT checked
use random rookies rookies from all eras NOT checked
enable amatuer draft checked
disable automatic creation of free agency and fictional draft class checked
