Does the game automatically balance the number of good players with bad?
For instance lets say there are 15 five star players in my league. I then create 200 five star players. Does the game try to use TCR to shrink down to a defined target of 15 five star players or whatever it is? Or could I expect the league with the added 200 five star players to have 200 five star players for 10-15 years till natural regression occurs?

Star ratings are relative to other players in the league, they are based on comparing either "players at the same position" or "all players" so your 200 new 5 star players won't all be 5 stars when put into the league.
The actual talent of the players will be much higher than before but not the star ratings. As far a TCR that is, as EG said, random regardless of talent in the league.
