Starting rotation not working?

I just started playing OOTP18. I started a season as the 1982 Braves and have my pitching rotation set to strict order. But the pitching rotation I set is not followed. I cleared the order, rest, and still it appears random who the computer assigns the start. Is there something I need to change in my settings?

As you both GM and coach and just GM? Depending on your control settings, the AI may override your order. When you leave the Pitching screen and then come back is the rotation still the same or has it changed?
