Improve Consistency of Scrollbar Progress Retention

The behavior around saving a screen's scrollbar progress when you leave the page and the return to it using the forward/back functionality is extremely inconsistent.

For example, in the FA screen, if you select a player's profile, then return back to the FA page, your scrollbar progress is retained so you're at the same point in the list of players where you left off - this is great, and how I would expect it to work!

Sadly, this functionality isn't consistent everywhere.

Take the "Rule V Eligible Players" module that can be displayed in the Front Office - if you select a player profile from this module, then return to the previous screen, the scrollbar progress is lost - meaning you must scroll back down and figure out where you left off. This is pretty annoying if you're looking at a bunch of different Rule V players through the module.

Some consistency around when scrollbar progress is retained (particularly for screens/modules that involve long lists of things) would be a huge quality of life improvement.
