Force generate better draft prospects?

I set up an independent league in a country that is not know for baseball talent - for the purpose of finding talent and maybe one of then makes to the big leagues. Cool story.

Problem is, as expected, everyone is half star rated and basically have no hope. I don't want to juice the draft to the point where it's spitting out all stars, but I'd like to have it so MAYBE a 3 star player is there, and once in a while a legit talent comes out.

I've looked through the settings and can't find how to adjust the draft talent, or what it's related to. Any ideas?

PCM's of th top level league. should trickle down.. no, really it does trickle, unlike life. (player creation modifiers)

other option..

under league structure set region to "no region" and edit nationality of players under "league settings->players tab

this way player should still come from the country of choice and you don't have to do any trial and error with other settings.. unles you really want to.

I currently have no region selected, just nationality restricted. Still struggling to get quality players
