Minor Leagues in Historical Games + IFA

I've played 2 historical games thus far, an 05 and a 93. In the 05 the game is pretty much identical to the default. In 93, there's no minor leagues or 40 man roster. You have active and inactive roster. Why is this and when does it change?
There's also no scouting, no international complex or international free agents. I know until fairly recently, international FA was kinda like the wild west as far as contracts and such until they instituted the budget recently. How do we get international talent in 93?
Lastly, how does the posting system work in game? Like will Ichiro be posted in 2000/2001 and how would that process work?
