Second Nation: Random % Setting

By default, every nation seems to have their secondary nationality set to "1% from random other nation". Is there a way to just globally set this to 0, so I don't have to go thru 200+ countries (anytime I create a new league) and change it manually for each one? I would've expected there to be an option for this under League Settings > Players, or somewhere in the world_default file, but if there is I sure can't find it.

And if there isn't, can we please have this option added?

That information appears to be hard-coded in the game - it's not part of the world_default.xml file. So no, there doesn't seem to be an easy way to change all of those values apart from changing each one individually in the in-game nation editor.
