Relegation League

This is early, but I always wanted to play a 3 league set-up with the worst team (or 2) in each league to be relegated to a lower league and the league (and/or runner-up) be relegated to the league above. I would want some minors with each to help.

I just think it would be awesome to start with one of the crappy teams of the lowest league and bring them into the highest league. Is something like this possible? I've tried things like this in previous version, but never got it right. Any help would be useful.
