About 3D PBP

I have played 3D PBP. But It was not same Velocity.
For example, A pitcher player page was written 93-95 Mph. But he throw Max 100 Mph in 3D PBP!

I want to that velocity was showed pure in 3D PBP, Not Fastball and GB% effected velocity.

Was it what I said fixed in OOTP 19?
I say same thing on last year.

When the game says that a player throws 93-95 Mph, that's what's he sits at. Max speed is different, and pitchers in reality can regularly throw a few pitches on occasion quite a bit harder than their typical speed. OOTP models this quite accurately.

Is this also related to the business about the player screen showing their 4 seam fastball velocity even when they dont throw one?
