Option to minors at the end of rehab assignment

For players who can be demoted to the minors, we should be able to do so at the end of a rehab assignment. Meaning, we shouldn't *have* to promote a player back to the majors at the end of a rehab assignment, if they have options remaining and don't have enough service time to refuse it. This happens all the time IRL.

Furthermore, this reminds me of a bug where, if a player gets injured during a rehab assignment and is placed on the (minor league) DL, they can be activated from the DL and left in the minors, without using an option/ability to refuse the assignment.
