It'd be cool (not sure how easy, tho) to implement it so that, either in commissioner or just regular mode (i.e. as a GM manager option), you tick a box if you want "Honoured" numbers to be available for players to use or if you want them reserved. Different teams use different methodologies depending on the prevailing winds of opinion. Not sure if it'd be better to implement as a single catch-all option or if you would go into the Honoured Numbers section itself and tick player-by-player which ones are available and which ones aren't.
In the Coyotes' case, most of the current "Honoured Numbers" are available except for Gretzky's (which is obviously retired league-wide), but they weren't up until about 2 years ago because of a "gentlemen's agreement" with the Jets. Now, the "Honoured Numbers" of Jet players (Anders Steen, Bobby Hull, Dale Hawerchuk) are all in use, but the "Honoured Numbers" of Keith Tkachuk, Teppo Numminen, and Jeremy Roenick are still off-limits. However, none of them are officially retired yet.
