Player Development Coordinator

I think an interesting addition to OOTP would be to have player development coordinators/directors as a new front-office position. Sort of like a scouting director, they "hire" their own staff, and have strengths and weaknesses with regards to developing different positions/skills.

The feature that would make this even more interesting is to have a functionality similar to a scout's task list. Development coordinators could have a "shortlist" of ~30 players (in theory representing a team's top-30 prospects) where the GM could assign them to work with those players on specific skills during the regular season. This would give some control over player development outside of hiring specific coaches and selecting league levels for your players. Of course, you could always chose to have your player development coordinator auto-populate the shortlist, using what your scout sees as your top-30 prospects.
