Playing with unbalanced minor affiliates

I started up a game with 1930 major and minor league teams. The problem with that is only a few major league teams kept any affiliates at that point. It wasn't non-existent (the Cards had four), but some teams had a team in A ball, some in D ball, etc, and at least half had none. It's very haphazard.

I'm creating teams through a free agent draft, using modern players. I would like each team to pick up a couple of development prospects, but I'm not sure how best to do this, especially with the teams without affiliates. Reserve rosters? Secondary rosters? Forget it and don't draft them in the first place? With reserve rosters, there doesn't seem to be a way to loan players out without your own farm system. I like exact realism for what teams & affiliations existed, but maybe the best course is to just arbitrarily give each team one or two affiliates right off, since just about all teams have affiliations by 1932 on. What do you say, experienced OOTP'ers? How can I play this out for fewest problems and maximum enjoyment?

the affiliation with minor league teams is a very fluid situation in OOTP, as it was in real life during this time.
You can associate teams manually, but that'll mess up things historically.
You can create your own minor leagues, by disabling the feature of auto creation/expansion. But then players won't be going to the right teams most likely.

i've not run tests on it, but in theory, when a minor league dissolves it's affiliation with the major leagues, the players are supposed to go to the reserve roster. What happens when there are still other minors affiliated? i don't know.

what i ended up doing, was to create my own minor leagues and dealt with the players going wherever. Not the best solution, but it worked for how i played that league.

Hopefully someone else can give you better advice. It's just the minors were a mess in those days and the game reflects that very well.
