Name frequency with a custom first_names file?

I'm using a name file of women's names for a women's league idea I've had, and the file, by default, just has 1 as the frequency for all the names, which as I understand it just means that all names are equally likely.

I've edited the file to have the frequencies as high as 3500 for the most common names, but there doesn't seem to be any difference in the distribution of the names.

Is it just a sample size issue, or do the frequencies actually not mean anything?

After you made the edits, did you reload the names database?

Yeah, I made sure to do that, then randomise player names.

Well, that's not good. Maybe restarting OOTP would help.

I know the game had some problems with customized name databases a couple of versions ago, but that should have been fixed by now.

It definitely should work the way you did it according to the manual. Setting all to 1 should be equal. http://manuals.ootpdevelopments.com/...he_names_files

Wondering is the format or something else out of whack a bit?

I wonder if it's to do with the nation of the league, since the default is that all the names have 0 for that (which is "Modern US"), but the league I created has England as the league nation? I'll check it if I set the name set to 20 (for the UK).
Edit: that doesn't seem to have made a massive difference.
