Strategy Menu-Action Menu issue

Welp another issue here. My minors Chicago Wolves team. Scratched and dressed some players and i go to Action Menu and the drop down doesnt work. What the hell!?

Is it not opening at all, or are the options greyed out? And does it reset if you change screens (e.g. back to the roster screen) and/or the team, or does it remain like that?
