Historical Free Agents

On historical mode(1998), is it normal after a couple weeks that a lot of free agents appears at age 18? They are not signable...

Are you playing with the draft active? That's likely the upcoming draft class.

You mean Draft Rookies / Generate rookie at age 17 ?

Yes.

Yeah, that's what you're seeing, then - the players import at 17, then they'll be available as 18-year-olds in the next draft.
