This is NOT a bug, but I really need someones help.
I really need someone's help guys and I apologize because I know this is not a bug, but I really need someones help from here.
My computer need to have a software fix awhile back and I sent it in to geek squad to get fixed. The problem happened after the fix. I could download and play OOTP 18 even when I was having the issues I had with my computer. Now that I've got it fixed, the game won't full download. I was able to fully download FH3. This is the message I get: "could not copy file hints.txt to user data folder" FYI: I was able to find someone on reddit who had the same issue and they were able to figure it out themselves, but they didn't explain how they fixed it. jaysfan17 |

It's hard to say exactly what might be the case, but most likely it has to do with permissions for the OOTP data folder.
Assuming you're on Windows, I would suggest trying to run OOTP as an admin to see if that helps. Otherwise, I would suggest to backup your saved games folder to a new directory, uninstall the game, delete the entire OOTP data folder, and then try re-installing the game. If that works you can copy your saved games back. |

If not that, then if you google missing file privileges, there's a bunch of results that should give various clues to repairing your Steam build/folder/directories. Hopefully one of them will be the right one for your issue. |

The link worked! I also had to unblock an ootp file that bitdefender wasn't allowing.
So, for future people out there who may encounter these issues follow the link that Mr. Arnold provided and check your anti-virus to see if it blocks certain files. Thank you Mr. Arnold and I wish you good look with the development of OOTP 19. |
