Expanding League Question

I'm a big CHL fan and i was wondering. If i want to say expand NHL at end of the 2016-2017 season my question is even though i'm a GM of a CHL team can i still say expand the NHL by 2 which means expanding AHL and ECHL by 1 without being a GM in those leagues

As long as you're in commissioner mode, you can expand the NHL no matter which league you're currently playing in.
