AI blew up; only 4 pitchers on staff

My CLE Indians crushed the Twins in a game 25-2 and I saw relief pitchers coming in with ratings of "20" across the board, figuring they were burnt out before this series started with their previous opponent.

However ... the next game CLE knocked out the starter and once again "20" rated relievers paraded in so I decided to check in-game the Twins "Substitutions" and selecting "All Pitchers" discovered that MIN had only two starters, one reliever and one closer on their entire pitching staff.

Since I don't control or tinker with the other teams and AI runs all the other teams besides my team CLE, what is going on?

What would cause the AI to simply abandon the management of this team? Could there be other teams like this? The integrity of the game and my playing, of course, is no longer fun.

Have you seen this before? What can I do? I have not looked through the entire Twins organization and see if their minor leagues are messed up also ... I don't want to screw doing that because then I feel I would have to check all the other teams and for what? I giant time waster and now the fun turn to tedious "wtf" busy work.

UPDATE: Action"fill roster with fictional players" is not working. The active roster of the Twins has just 19 players of which pitchers are only 4. I notice that my name (I am GM and manager of my CLE Indians team) appears on the third tab from the left, the one with the "home" icon regardless of whether I have CLE selected in the team selection tab (the tab to the left of the play ball tab) or any of the other teams. I have tried to make sure in league setting that the AI is in control of the other teams. I am playing in Commish Mode so maybe that is why but still, why is the roster for MIN (and maybe some other teams) so out of whack and not filling up to 25 man active?

How many players are in their minor league system?
how many FA are available?
Almost sounds like you are running out of players.
If its a modern game and you do not have historical minors checked then you dont need every level of minors.
Also if it's fictional, sounds like perhaps your draft is not large enough to support a full minors system.

are you "acting as" ?

also, if 2 human mangers you need to "act as" to switch between them. easy to leave it on the wrong team when dinking around too.

other setting to check "Prevent AI from making roster changes" in Team Settings section. must be in commissioner mode to see the checkbox option. i left this on once, delegated and simmed multiple years... checked back in and had 2 SP and 3RP total. always start highest rested caused 1 guy to have a tone of starts, lol, even if he was quite tired. this setting is the devil, never use it... use GM-Legacy Mode in global settings to have the same effects but retain ability to delegate.

long-term probelms: enough players being created? any eccentric MiL roster requirements or rules? along with things thegame touched on. looking at random teams in Rosters and Transaction and lining up multiple mil rosters can give a good glimpse as to whether other teams are running out of players too.
