Feeder Leagues

Hi guys! I think I asked this in the wrong area of the forum before, so I'll ask here instead.

I have a league with two levels of minors and then a college feeder league and a high school feeder league. The two feeder leagues have been running for two seasons and I've yet to see players from the high school league make it into the college league. Instead, players are drafted from both the college league and the high school league, while any new replacement players are ones without any prior history. Is it possible to have the high school league feed into the college league, which in turn feeds into the major league? How would I make this happen?
