Is there a way to use Expand League but forgoe Expansion Draft?

Topic says it all. I'm looking for a way to use the Expand League option but avoid the expansion draft and just fill those teams with fictional players.
Is this possible?

Yes, when you open the expansion "wizard" (or something like that) you just need to uncheck the expansion draft options. Of course, the AI has a hard time filling up the team unless if you fill team with fictional players under available actions.

Thanks, I know what I did wrong.

This is from a loaded backup after I added two expansion teams along with the the ex. draft option that I forgot about. I wanted to use it for the adjusted market & financial settings I edited but now it looks like I have to start all over again if I don't want the expansion draft.
