Draft Signing Bonus Q

Evening all,

Quick question...probably something I should remember but don't and could not find with a board search....

I am drafting in the middle of the first round, and have about $3.6m available for the draft. A top talent has fallen down to my pick, but his demand is $4.5 m. My question....will his demand "fall" since he was not a top 5 pick if I select him in the middle of the first round, or will it stay static to the $4.5m? If the former I may draft him if his demands line up to his actual draft slot and gives me potential for a premium talent....if the latter I will ignore him since I can't afford him anyway.
