Winter League Questions

I am happy to see Winter Leagues have finally been added to the game with the functionality they need, mainly them taking players from the minors and borrowing them for the season. I have some questions about how this works though. It seems that the AI will take players from any team that is assigned to it but the teams that are assigned, can they choose who to send? Can they choose players not to send? I guess what I am saying is if I am running a big league team and I have a pitcher I'd really like to see get some work in the winter league can I send him there or is it completely out of my control if I don't run a winter league team?

Exactly - teams send a handful of prospects to form a smallish league that plays a short season. A good way to get guys extra ABs/IPs against all levels of competition.
