Development
I don't really understand player development still. I don't see where there is any real rhyme or reason to it. To me it just seems like you draft a player and maybe they make it or maybe they don't. I know this is pretty much what happens in real life, but in real life organizations put a plan together for certain players. Maybe they draft a pitcher that throws hard, but doesn't have a great change up or breaking pitch, so they have him work on that. Or maybe a hitter doesn't have great patience, so they have the coach of the minor league team concentrate on this with him.
I think there needs to be more organizational instructions that can made. I think, like team and individual strategy, there should be something you can do to tell your lower level clubs to work on certain things. Like develop more patience, develop power, develop a certain pitch. Stuff like this. Also, you should be able to do this for each individual player. So this would work into getting coaches, a pitching coach might have a coaching rating in certain pitches, so one pitching coach might have a very high rating in a certain pitch, so he could teach that to players at a higher rate.
Give coaches "teaching" ratings in patience, power, base running, throwing, fielding, specific pitches, arm strength, and teaching specific positions.
I think this would be a way to feel like you have a hand in the development of players. I just read a report that a certain pitcher came into a game in a minor league assignment and worked only on throwing a change up. All his pitches in the game where change ups.
