Retractable Domes Never Open?

New to the game and to the forums. I don't know for certain that this is a bug, but suspect it is ... otherwise I have hit the most amazing streak of rainy days in Milwaukee and Toronto. Not sure if I would characterize it as cosmetic either, if it is in fact a bug, depending on how much of an impact wind would have at open retractable dome fields. However, my observation has been, through 14 games played at Miller Park and two at Skydome, that the roof is always closed due to rain outside. I see variable weather at all other outdoor stadiums. This seems to be an issue restricted to retractable domes.

If this has been addressed in a previous post I apologize ... still getting my feet wet here.
