Nations Editor? How can I make all Players come from one State in the US?

The title says it all. I am creating a game and I want ALL my players to come from one State in the US. Vermont in particular. How do I make every player created be from the State of Vermont?

There is a slight chance I may have maybe .5%-1% of International players (Foreign Exchange Students), but most likely all from VT.

I would also like to know the way to dictate the percentages of the ethnicity (black, white, asian, etc.) of the names? Or if a player is created from Vermont, is the ethnicity of the name already taken care of by the percentages of names from VT?

You got your answer in the General Discussions forum about setting the region to U.S. state in Game Settings > League Settings > League & Teams?

Is that the correct answer? Just setting the Region to Vermont only will accomplish this?
And can you even do that?
