How to make a multi-national league with no foreigners allowed?

Hi OOTP! This is probably my first ever post on this boards! I'm so glad I can join the community.

My question is this:

How can I make a league that has 30-40 teams, one team per country, with no foreigners allowed at all, with REAL players?

In other words, I want to create some kind of a "World Baseball Classic League."

How can I do this?

I assume this question would apply to OOTP 17 and 18. I have 17, but haven't picked up 18 but I might when I can afford to.

I thought in the Players tab under the league settings option, they gave an option for limit foreign players on rosters....but that may only work if the league is set in a single country, not one team per country.

I don't think you can. I tried it unsuccessfully in OOTP17

You can do this. In League Settings | Rules you can select the number of foreign players on active roster. When you select any number greater than "No Limit", you get a new option to set whether that limit is based on League Nation or Team Nation.
