Mexican dual league problem now solved?

For those of you familiar with Mexican baseball, Mexico has a summer league (LMB-16 teams ) that OOTP has and a shorter but more famous/talented winter league (LMP- 8 teams) whose champion plays in the Caribbean Series but is not found in the stock international leagues in OOTP. The two leagues never play against each other.

Before OOTP 18 I guess you could have created the LMP but this didn't solve the fact that many players (not sure how many) play in both the LMB in the summer and the LMP in the winter.

But now with a setup similar to the AZ fall league why not create a winter league LMP that draws it's players from the LMB? It's not perfect by any means because currently all the players would come from the LMB as there is no way to set it to have a mix of LMB and created players.

Another drawback would be you would lose trading, finances, and could not use the league in an association to setup a champions league with other leagues. The LMP would thus not be a full league but more of a "every year is a new league" and I think that's kinda how it is now. Thoughts?
