Minor League Deal Free Agent

I started a New 2005 Game in OOTP18; I just went through my Expansion Draft - I was trying to sign several Free Agents Up - not a singular issue;

Their demands were a Minor League Deal
I offered them a Minor League Deal
They were insulted - no they said, we want a Minor League Deal
How about a Minor League Deal with a Major League Option
No a Minor League Deal

I've seen this in prior years. Really confusing.
