How do you go from Excellent to Average?

I have experienced hiring coaches that were Excellent or Good when I gave them a contract and then hired them in November, only for them to turn Average in, like February. How does that happen when they havent started spring training or the regular season?
I had one hitting coach go from "one of the best" (November) to "he's managed to stay in the major for 18 years" (February).

He got worse doing nothing through the winter?

This is honestly an issue with players too–I had Jason Heyward drop abruptly from being a 5 star player to a 2-star player during the offseason after having been my best offensive player, and lo and behold the next year he was a replacement level hitter.

What's that engine called? The talent changer? Heyward might've been a victim of that thing.

TCR = Talent Change Randomness. Perhaps OOTP has once again used it's legendary predictive powers on another helpless victim in RL MLB (See: 2016 Heyward, Jason).
