Question About Winter Leagues

So I'm making a big universe but trying to keep it realistic. I'm making the Dominican, Venezuelan and Puerto Rico leagues but there's one problem. In those leagues they always get MLB players to come in the winter like Robinson Cano and Jose Altuve who jump to mind. Is there anyway I can do that? To get the MLB players to just come in the offseason?

This functionality currently isn't available, unfortunately. IIRC, the devs have said they want to add it in a future version.
