all star game

I can't figure this out. I have the box checked for all teams to be represented in the all star game, yet that is not what happens. And this has happened more than once and in different leagues I have going. I don't get this.

I have been writing down locations of the All-star games and they don't go very far. I have had Wriggly field host the all-star game 3 times in 10 seasons and where the Reds play twice in same period
