Batters faced limit and End of 2016 season quickstart

I have been asking for these for a few years, figured I would ask again:
Batters Faced Limit
It is becoming more common that pitchers are managed not only to a pitch count, but also to a batters faced count(pitchers are deemed 2 or 3 times through the order<18 or 27> BF). These levels are determined by # of pitches the pitcher has in his repertoire or just success he has each time through the order.
Is this something that can be added to the game as an additional way to manage your pitching staff?

End of 2016 Season Quickstart
Can a quickstart be a part of the game where you are able to take over a franchise as the 2016 season ends so that you can manage the off-season in a way different than it was in real-life?
