Changing starting date

Is there any way to change the date you take over a team in PtG or Sandbox? I'd like to be able to start before the draft and have a whole off season to put my team together instead of starting in the preseason. It doesn't seem to make much sense to hire/fire a gm in September. As of right now I'm simming the first year in sandbox and then taking over a team in April but its time consuming

Not possible, no. We're considering adding something like this in FHM4 so people will be able to draft their own Vegas teams, but it'll require some major coding changes.
