Can you customize legaue and teams in history?

Is it possible to take teams or players from different historical years and put them all in a league and then date that league so each year other players from other historical leagues will enter?

Yeah... IIRC under league settings there is a button call Edit League Structure and under that there should be a button that says import historical teams.
