Can't Promote a Player

I've run into a situation I've never seen before and am wondering if this is a bug; I messed something up; or am I missing something...

I wanted to promote a player from AAA. The player was originally on the DL when I first wanted to promote him, and I understand that you can't promote a player on the DL. I have no issue with that but now he has recovered, and I can't put him on the Major League Roster. He is on the 40 Man roster and I have room on my ML roster.

I also noticed when I went to the Roster and Transaction screen that he has a lock next to him. I've never seen this before...

Am I missing something?

I know I can go into Commissioner mode and fix this, but I'm wondering if there's something else that I've missed.

the 'lock' means that he is locked to that level so that the AI cannot promote/demote him within the minors. I am not aware that that will prevent you from promoting him to the majors but...

To remove the lock 'right click' on the player select 'select game strategy' and then there is a checkbox in the lower right hand side just above 'bench player for X days' there is the 'lock to current...'. Uncheck that box and the lock should go away.

The lock is user set so you wont see one unless you set it.

The lock shouldn't prevent user-set promotions/demotions.

It should only prevent the AI from promoting/demoting/releasing the player... and sometimes the AI releases the player anyway.
