Eligible PLayers missing from Rule 5 draft pool

I have uploaded the league files, the archive is called 'rule 5 issue.lg.rar' (OOTP 10.10.67) [edit: I loaded the file in the latest patch, 10.11.70 and the issue is still there]
(Our league has moved on past the draft so I had to go back to our last backup and recreate the issue)

I first described the issue in the forums HERE

We reached the rule 5 draft and at least one team (Phoenix) waived/DFA'd 4 players to make room for other players on their 40-man roster...

3 of the 4 players are NOT showing up in the Rule 5 draft pool though they all show as being eligible for the rule 5 draft on their 'contract & status' page.

Manolo Pena IS in the draft pool but one of the guys missing from the pool is SP Mike Deal....here is his 'contract & status' page..

So the question is why 3 of these 4 players who I believe should be in the rule 5 draft pool are not there. Is this a bug? If not why is it happening?

Confirmed. Just testing this in a pending build and once the player was placed on the waiver wire, he vanished from the Draft Pool.
