Up to GM to decide on payment for Independent league player

I know there is a box to check and dollar amount to fill in for a higher league to purchase a player for $X who is in the independent league. Instead of it just being automatic, I would like the higher league to offer it and give the GM of the independent league team the option to reject the offer.

I like the idea and I've tested it enough that you can make the $ amount high enough where your entire team doesn't get poached but I would still like the option to reject it (and frankly, I wouldn't mind it if it then soured the players morale/attitude because of my rejection).

I've seen it where I would edit the slightest rating - like base running skills or defensive range and he would get pouched even though he was on my team for the past X years.
