Extension calculation not taking cash into account
I should have much more money for extensions, but the formula is treating my cash as if it's zero instead of the actual amount shown in the image.

I have noticed the same problem. The math in the Extensions information on the Finances screen doesn't work. The screen indicates that cash is added in the calculation but it's not when you do the actual math. This is affecting team's ability to sign extensions as the game is treating it like their is no cash available, contrary to the way the calculation should work.

A related issue is the fact that you can go to arbitration and sign 6-7 players yet be unable to negotiate an extension with them because of available money. Where does $10M-$20M come from?

I think the owner wants you to stay within your projected budget, not necessarily spend the entirety of your projected revenue plus available cash. A side question that may or may not be relevant here: how does your projected budget compare with projected revenue?

But this problem still exists when you check the "Team Owner controls budget?" option to "No, entire revenue available" So why is the owner exerting budget control/cash control when you have selected the game option that turns off that control?

In that situation, this seems like a bug.

That's not the problem. The problem is that the math in the Extension information screen doesn't work. It has nothing to do with what the owner wants. And it has nothing to do with projected budget vs. projected revenue. It is specifically related to the math in the Extension information screen not working correctly which determines what you can spend on extensions.
