Fictional League with no draft, question about creating rookie free agents

I am running a historical fictional league that does not have the draft yet. Sometimes the rookies the game creates are pretty old, around 25+ and already established skill wise.

I want the game to create the same players it would create as if a draft was checked on, between 17 and 23 years old and still needing some development, but instead of being drafted they should be free agents. I know I can create free agents, which I have been doing in a test sim. I am creating amateurs who are 18-21 years old who are half way developed. Does anyone else do this? Its the first time I create rookies this way, and I am not sure how developed I should create them.

where do you want them to enter?

the create fictional players function allows you to pick how developed they are. the amatuer option would be just like a draft, i assume.... you can create many fictional players with a few clicks. ("available actions" drop down box in list all mlb players screen... probably other screens too, like "free agents" list.)

definitely save and backup before trying anything... i do not know in what proportion it will create good, bad and average players... you definitely want to look into that. you have options like Random, Legend etc... not sure how random works, which i assume is the type of thing you are looking for.

For fictional, I usually do the same process of creating free agents during the off season.

Would this work? Going to League Settings >> Players, go to fictional player settings and try capping the minimum and maximum ages.
