Need MLB Expansion Team Advice

So, in my Real, Modern MLB save, I'm thinking of eventually getting the league to 40 teams, so 8 divisions of 5 teams each, no more wildcards. The question is what teams to add.

Now Montreal and Charlotte (Especially Montreal!) are the for sure ones, but I'm wondering where else to go, and how I should manage the divisions. Should all the new teams form a "Green Horn" Division once things settle, or should the whole system be rearranged. Should I give Mexico and Peuto Rico teams? and what other cities should I grant teams too?

And how fast should I expand. I'm thinking of being a bit greedy and doing 4 teams at a time then the final two teams, but maybe I should spread it out more, adding 2 teams at a time to divisions, then finally creating the 4th division once we hit 40.

Any thoughts?

Edit: As an addendum, I did decide to go foward with the Montreal, Charlotte, Mexico, Peuto Rico expansion, however only the first two teams are expansion drafts, the latter two are "local" talent, to simulate the idea of the teams bringing in superstars of their country before slowly homogenizing like the rest of the league.

So the question is what other cities should I be looking at.

From Bleacher Report: "Jerry Crasnick of ESPN.com provided a short list of cities [Commisioner] Manfred mentioned as possibilities if expansion happens—Montreal; Charlotte, North Carolina; San Antonio; Portland, Oregon; Las Vegas; Oklahoma City; northern New Jersey; Mexico City or Monterrey, Mexico."

And it's "Puerto Rico," the capital of which is San Juan. I have been there many times and frankly just don't see the island as capable of supporting an MLB team.

Maybe they could have a rivalry series with the Mercury Mets.

If I had to gamble: Montreal and Mexico City will make 32....clearing the way for a four division two league system. Division winners go to the playoffs.

In most of my leagues I like to add Montreal, Las Vegas, Charlotte, Portland, Indiana & Brooklyn. Other cities i like are San Antonio, Memphis & Mexico City. New Orleans also.

I just added Montreal and Charlotte (which I took over) and went back to the two division system.

I would also consider calgary and vancouver to make 4 canadian teams, salt lake city, and nashville.

Thanks everyone, went with just doing 2 normal expansion teams after the last save ate a save file crash. So Montreal and Mexico City are in, and the divisions are rearranged to fit this article I already kinda liked. It's one of the least ridiculous MLB expansion predictions I've seen in recent memory anyway, and it's proposed San Antonio team fits well for slotting in Mexico City instead North-South is far less brutal than East-West for travel after all, and it's a rather short hop by plane anyway. I mean god I've seen some that try to put the Red Sox in the NL for some unearthly reason.

Predicting Division Re-Alignment if MLB Expands to 32 Teams

End goal is still eventually 40 teams, but the biggest factor that convinced me to move to 4 divisions so early was the availability of custom schedules for them but not for akwardly arranged 6 divisions. Plus **** the Wild Card.
